Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 (TF-C7102) and intends to apply part of the proceeds toward payments under the contracts for Construction and Rehabilitation of WASH Facilities in Schools and Primary Healthcare Centers.

  1. Mercy Corps now invites sealed Bids from eligible Bidders for the Construction and Rehabilitation of WASH Facilities in Schools and Primary Healthcare Centers. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The overall program is divided into five (5) separate contracts (Lots), as shown below:

Bidders may submit Bids for one or more Lots, as specified in the Bidding Document.

The Sudan THABAT – Enhancing Community Resilience Project (Additional Financing) invites qualified contractors to undertake the rehabilitation, upgrading, and construction of WASH facilities at eleven (11) Primary Health Centers (PHCs) and twelve (12) public schools across Basundah, Al-Fao, Al-Fashaga, Almafaza, and Al-Rahad Localities in Gedaref State. The Works include, as applicable to each site, site preparation and demolition, structural and civil works, construction and rehabilitation of latrines, water supply and distribution systems, water tanks and pumps, plumbing and drainage works, handwashing and hygiene facilities, finishes, and associated electrical and external works, all in accordance with the site-specific Bills of Quantities, Technical Specifications, and Drawings. The Works are organized into five (5) Lots and are required to be completed within ninety (90) calendar days from contract commencement and site handover.

General Experience

Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last three years, starting 1st January 2023.

Specific Experience

A minimum of two (2) similar contracts each with a minimum value of USD 35,000

OR

one (1) similar contract with a minimum value of USD 70,000;

in both cases, the contract(s) should have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2019 and the bid submission deadline:

For Bidders submitting Bids for more than one Lot, the applicable aggregate qualification requirements for multiple Lots shall be as specified in Section III – Evaluation and Qualification Criteria of the Bidding Document.

  1. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. The Bidding Document, in ENGLISH, is available for download together with this Specific Procurement Notice on the Sudan-bid website.
  2. Bids must be delivered to the address below:

House No. 88, Aljubarab East District, Gedaref, on or before 12 PM Sudan Time on 06th October 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District, Gedaref, at 12 PM Sudan Time on 06th October 2026.

  1. All Bids must be accompanied by a Bid-Securing Declaration.
  2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  3. Prospective Bidders are responsible for regularly monitoring the Sudan-bid website for any clarification, amendment/addendum, or other information issued in relation to this procurement process. Any clarification or amendment/addendum published on the Sudan-bid website shall form an integral part of the Bidding Document and shall be deemed to have been communicated to all prospective Bidders.
