Background:

  • The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide. Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.
  • IRI’s Sudan program requires the service of a dedicated driver and car to provide transportation for staff during business hours. IRI staff travel is primarily limited to Khartoum, but on an as needed basis transportation may be required to locations outside of Khartoum. The individual will have a valid driver’s license and a vehicle (5 passenger capacity or more) in good operating condition.
     

Period of Performance:

  • Date of signature to December 31, 2022 with the option to extend for a total duration of up to 5 years up in four one-year increments.

 

Scope of Work
The bidder should be able to provide to IRI per request:

  • One vehicle, to be used either by the contractor’s drivers assigned to IRI or their substitutes approved by IRI.
  • A Sudanese citizen driver able to speak English at an intermediate level, familiar with street network and landmarks in Khartoum as well as major roads in Sudan, proficient in using GSM-based navigation applications, and must agree to IRI’s code of ethics
  • A substitute driver and a car should the primary drivers be unavailable for service for any reason, until the primary driver is able to resume service.
  • IRI must approve any change in the fulltime driver, but not substitute drivers. All drivers (full-time and substitutes) must have a minimum of three years of experience and a valid driving license
  • Drivers will work a shift schedule as detailed by IRI’s resident country director and not to exceed 40 hours per week
  • The vehicle must be a full-size sedan (5 passenger capacity) or a compact SUV (also known as compact crossover SUV) not older than [2016], with valid registration in Sudan
  • All vehicles should be in good condition: cleanliness, maintenance, etc., should have first aid and tire changing kits as well as a good spare tire.
  • In addition to the driver pool service, the bidder should be able to provide to IRI per request:

o Additional drivers and vehicles meeting technical standards described above.

  • Should any of the vehicles be unavailable for any reason, the Contractor is to provide a substitute vehicle of comparable quality until the primary vehicle is able to resume service
  • The bidders certifies that vehicles are in sound and safe condition and free of any known faults or defects which would affect their safe operation under normal use.
  • Full maintenance of the vehicle is under the care of the drivers
  • Vehicle registration will be kept at all time by the bidder
  • Vehicle and passenger insurance will be kept at all time by the bidder
  • IRI reserves the right to examine the vehicle(s) prior to the selection of a bidder
