Invitation to Tender – Framework Agreement for External Audit Services

Sudanese Red Crescent Society (SRCS), in coordination with the Netherlands Red Cross (NLRC)

 

The Sudanese Red Crescent Society (SRCS) invites qualified and independent audit firms to submit proposals for a three-year framework agreement (2026 – 2028) to audit the accounts of SRCS / NLRC projects funded by the Netherlands Ministry of Foreign Affairs (MoFA) and other donors. The agreement will be awarded to the two highest-rated firms.

Technical details and tender Documents can be collected under signature from Sudanese Red Crescent HQ office in Khartoum_ Omdurman – El-Rawda, from Thursday 8th of Oct to Thursday 22h of Oct 2026, from 9:00 am to 03:00 pm, and also offers will be accepted via emails before bids closing date.

 

  1. Brief Scope of Work:

The selected audit firm(s) will be engaged to provide independent external audit services for (4 to 7) projects implemented by Sudanese Red Crescent Society (SRCS) and funded by the Netherlands Ministry of Foreign Affairs (MoFA NL) through the Netherlands Red Cross (NLRC), covering the relevant project and financial reporting periods.

The audits will cover the financial statements and project-related financial information of the applicable MoFA NL-funded projects, including verification of income and expenditure, supporting documentation, compliance with applicable donor requirements and assessment of the adequacy of relevant financial controls and procedures.

The audits shall be conducted in accordance with applicable International Standards on Auditing (ISA), relevant MoFA NL/NLRC requirements and the specific requirements set out in the applicable Terms of Reference.

  1. Key Deliverables

The audit firm(s) will be expected to provide, as applicable:

  • An independent external audit report and audit opinion;
  • A management letter outlining identified findings, control weaknesses and recommendations;
  • A detailed schedule of audit findings and recommendations, where applicable; and
  • Any other reports or supporting outputs required under the applicable Terms of Reference.
  1. Framework Arrangement

Subject to the outcome of the evaluation, Framework Agreement(s) may be established with up to two qualified audit firms for a period of two to three years. Individual audit assignments will be issued through the applicable call-off/RFQ process, as the audit would be expected to be conducted presently in Khartoum, Sudan or remotely.

 

The Bids shall be accompanied by the following Documents:

 

  1. Requested Certificate - Eligibility Criteria:

 

  1. Company profile - An audit firm registered and licensed to conduct external audits in Sudan.
  2. Membership in a professional accounting body that is a member of the International Federation of Accountants (IFAC).
  3. Experience Certificate in the domain of financial auditing, particularly with NGOs (At least 5 years of experience, including a minimum of three audits of projects funded by donors or non-governmental organizations (NGOs) within the last five years.).
  4. A qualified team (Partner, Audit Manager, Senior Auditors) capable of preparing proficient reports in English.
  5. Company registration Certificate / Certificate of incorporation.
  6. Tax Registration file.
  7. Bank detail – IBAN with currency (in English).
  8. Qualification: ACCA / CPA.
  9. Audit duration.
  10. Financial proposal (Audit fees).
  11. Independence from the Sudanese Red Cresent Society, and not subject to any sanctions or bans.
  12. The selected auditor should be contracted for three consecutive years for multiple projects.

 

Bids closing date: Thursday 22nd of Oct 2026, 3:00 pm.

 

Tener shall be submitted in SEALED envelope or through email with the tender Reference “Audit of Netherlands Red Cross Accounts”.

Addressed to Sudanese Red Crescent Society – Headquarters Khartoum – Omdurman – El-Rawda. Any envelope unsealed and incomplete tender will be rejected as competitive offer.

 

Sudanese Red Crescent Society – reserved the right to accept or reject any tender.
