Purpose

This Request for Proposals (RFP) seeks competitive proposals from qualified service provider(s) for the supply and procurement of assorted inputs and materials for income-generating activities (IGAs) benefiting internally displaced persons (IDPs), returnees, and host communities in Khartoum.

الغرض

يهدف طلب تقديم العروض هذا إلى الحصول على عروض تنافسية من مقدمي خدمات مؤهلين لتوريد وشراء مدخلات ومواد متنوعة لأنشطة مدرّة للدخل، لصالح النازحين داخلياً والعائدين والمجتمعات المضيفة في ولاية الخرطوم.

Bid Submission Requirements

• Valid business registration certificate and operator’s license.
• Company profile.
• Valid tax clearance certificate.
• Three satisfactory-performance recommendation letters or completion certificates confirming a good track record. The documents should state the contract values of three similar completed construction projects undertaken within the last two years.
• Cover letter expressing interest in being contracted as a vendor or contractor.
• Financial capacity: a clear copy of the most recent two-month bank statement.
• Completed and signed Vendor Information Form.
• The Request for Proposals (RFP) document.
• Summary of the scope of work.
• Completed and signed ADD Conflict of Interest Declaration and Code of Conduct.

• شهادة تسجيل تجاري سارية المفعول ورخصة مزاولة النشاط
• ملف تعريفي بالشركة
• شهادة إبراء ذمة ضريبية سارية المفعول
• ثلاثة خطابات توصية بأداء مرضٍ أو شهادات إتمام تؤكد سجلّاً جيداً في تنفيذ الأعمال، على أن توضح قيم عقود ثلاثة مشاريع إنشائية مماثلة نُفذت خلال السنتين الماضيتين
• خطاب تغطية يعبّر عن الرغبة في التعاقد كمورّد أو مقاول
• إثبات القدرة المالية: نسخة واضحة من كشف الحساب البنكي الأحدث لمدة شهرين
• نموذج معلومات المورّد مكتمل وموقّع
• وثيقة طلب تقديم العروض (RFP)
• ملخص نطاق الأعمال.
• إقرار تضارب المصالح ومدونة قواعد السلوك الخاصة بمنظمة إضافة، مكتملان وموقّعان

Bid Prices and Price Changes

For the purpose of selecting a contractor and entering into a procurement agreement, bidders shall clearly state the prices for all services to be provided in the designated spaces in the Bill of Quantities (BoQ). The price schedule must be signed and officially stamped. All rates and amounts stated in the Bid Form, Price Schedule, documents, correspondence, or other tender-related communications shall be expressed in Sudanese pounds (SDG).

أسعار العطاءات وتغيّر الأسعار

لغرض اختيار المقاول وإبرام اتفاقية الشراء، يجب على مقدمي العطاءات توضيح أسعار جميع الخدمات المطلوب تقديمها في الخانات المخصصة في جدول الكميات (BoQ). ويجب توقيع جدول الأسعار وختمه رسمياً. كما يجب أن تكون جميع الأسعار والمبالغ الواردة في نموذج العطاء وجدول الأسعار وأي مستندات أو مراسلات أو معاملات مرتبطة بهذا العطاء معبّراً عنها بالجنيه السوداني (SDG).

Bid Validity Period

Bids shall remain valid for 30 working days from the bid-opening date specified by the Purchaser. A bid valid for a shorter period may be rejected as non-responsive. In exceptional circumstances, the Purchaser may request bidders to extend the validity period. Such requests and responses shall be made in writing by letter or email. A bidder that agrees to the extension shall not be required or permitted to modify its bid.

فترة سريان العطاءات

يجب أن تظل العطاءات سارية لمدة 30 يوم عمل من تاريخ فتح العطاء الذي يحدده المشتري. ويجوز رفض أي عطاء تكون مدة سريانه أقصر باعتباره غير مستجيب. وفي ظروف استثنائية، يجوز للمشتري أن يطلب من مقدمي العطاءات تمديد فترة السريان. ويجب تقديم الطلب والرد عليه كتابةً عبر خطاب أو بريد إلكتروني. ولا يُطلب من مقدم العطاء الذي يوافق على التمديد، ولا يُسمح له، تعديل عطائه.

Format and Signing

The original bid shall be signed by the bidder or by a person duly authorized to bind the bidder to the contract. Each page of the financial proposal shall be initialed by the authorized signatory and stamped with the company seal. Any interlineation, erasure, or overwriting shall be valid only if initial led by the person(s) signing the bid.

التنسيق والتوقيع

يجب توقيع أصل العطاء من قبل مقدم العطاء أو شخص مفوّض حسب الأصول لإلزام مقدم العطاء بالعقد. كما يجب التوقيع بالأحرف الأولى على كل صفحة من صفحات العرض المالي من قبل المفوّض بالتوقيع، وختمها بختم الشركة. ولا تكون أي إضافة بين السطور أو محو أو كتابة فوق النص سارية إلا إذا وُقّعت بالأحرف الأولى من قبل الشخص أو الأشخاص الذين وقّعوا العطاء
