Mercy Corps has received financing from the World Bank toward the cost of the Sudan – Enhancing Community Resilience Project (THABAT AF) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing technical and implementation support for the effective delivery of education activities under THABAT AF in Gedaref. The Consultant will support day-to-day implementation and monitoring of the education component, which will include intensive fieldwork and regular travel to all 5 project locations to monitor and report on progress across the 30 project centers; support coordination with NGO partners and ensure that activity planning, costing and deliverables are in line with timelines and milestone table, and ensure MEL processes; support procurement planning and the equipping of Child-Friendly Spaces (CFS) and Accelerated Learning Program (ALP) centers; support enrolment activities and data collection on out-of-school children; work with Parent-Teacher Associations (PTAs) and other community-level structures; support the transition of ALP students into formal education; effectively address issues among teachers, center managers, facilitators, and children within the centers or neighboring schools; and support monitoring, reporting, safeguarding, environmental and social compliance, and coordination with relevant education stakeholders.
The assignment will be based in Gedaref, with travel to project locations (Al Fashaga, Basounda, Al Fao, Al Rahad, and Al Mafaza), for an initial period of three months, with the possibility of extension subject to satisfactory performance, need, and availability of funding.

Mercy Corps now invites eligible individual national consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
