Médecins Sans Frontières (MSF) translates to Doctors without Borders. We provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. Our teams are made up of tens of thousands of health professionals, logistic and administrative staff - bound together by our charter. Our actions are guided by medical ethics and the principles of impartiality, independence and neutrality. We are a non-profit, self-governed, member-based organization.
MSF was founded in 1971 in Paris by a group of journalists and doctors.
Médecins Sans Frontières France (MSF-F) is an independent international medical humanitarian organization providing emergency medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare.
MSF-F invites qualified, experienced, and legally registered food service providers to submit tenders for the provision and delivery of patient meals at Turkish Hospital in Khartoum, Khartoum State.
Scope of Services
The selected service provider will be responsible for preparing and delivering:
- Two meals per patient per day: breakfast and lunch;
- Meals seven days per week, including weekends and public holidays;
- Safe, nutritious and culturally appropriate meals;
- Special meals or dietary adaptations when requested by authorized MSF or hospital personnel;
- Meals in accordance with the hygiene, food safety, quality and delivery requirements detailed in the tender documents.
The number of meals will vary according to the number of hospitalized patients. MSF does not guarantee a minimum volume.
Contract Duration
The initial contract period will be six months, from 1 October 2026 to 31 March 2027.
The contract may be renewed once for an additional six-month period, from 1 April 2027 to 30 September 2027, subject to MSF's needs, satisfactory performance and written agreement between the parties. The maximum total duration is twelve months.
Prices shall remain fixed during the initial six-month contract period.

- Deadline for clarification questions: 30 August 2026 at 4:00 PM
- MSF responses to clarification questions: 1 September 2026
- Tender submission deadline: 10 September 2026 at 3:00 PM, Sudan Time
- Expected start of services: 1 October 2026

Eligibility and Submission Requirements
Interested bidders must:
- Be legally registered and authorized to provide food or catering services in Sudan;
- Demonstrate relevant experience in institutional, hospital or large-scale catering;
- Have adequate staff, kitchen facilities, transport and operational capacity;
- Comply with applicable food-safety, hygiene, labor and public-health requirements;
- Submit all mandatory administrative, technical and financial documents listed in the ITT;
- Accept MSF’s ethical and contractual requirements.

Bidders must submit the following:
- Completed and signed Invitation To Tender;
- Technical proposal and bidder response;
- Completed financial offer form;
- Company registration and valid licenses;
- Evidence of relevant experience and references;
- Food-safety and hygiene documentation;
- All other documents required in the tender dossier.
Documents should be clearly named and organized. Financial information should be submitted separately from the technical offer, using clearly identified electronic files.
Offers submitted physically, through another email address, or after the deadline may be rejected.
Clarification Questions
All clarification questions must be submitted in writing to: msff-sudan-deputy-logco@paris.msf.org
Questions must be received no later than 30 August 2026 at 4:00 PM, Sudan Time.

To ensure fairness and transparency, bidders must not send their financial or technical offers to the clarification email address.
Important Notice
- Participation in this tender does not guarantee the award of a contract.
- MSF is not obliged to accept the lowest-priced offer or any offer received.
- MSF may cancel, suspend, extend, or amend the tender process without awarding a contract.
- MSF will not reimburse any costs incurred in preparing or submitting a tender.
- Any attempt to influence the procurement process may result in disqualification.
