Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 (TF-C7102) and intends to apply part of the proceeds toward payments under the contracts for Supply, Installation, Testing and Commissioning of Solar Photovoltaic (PV) Systems for Public Schools.

  1. Mercy Corps now invites sealed Bids from eligible Bidders for the Supply, Installation, Testing and Commissioning of Solar Photovoltaic (PV) Systems for Public Schools. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The overall program is divided into four (4) separate contracts (Lots), as shown below:

Bidders may submit Bids for one or more Lots, as specified in the Bidding Document.

Bidders shall meet the eligibility and qualification requirements specified in the Bidding Document. Key requirements include:

  • Eligibility requirements in accordance with the Bidding Document;
  • Average annual construction turnover;
  • Available financial resources/cash flow;
  • General construction experience; and
  • Specific experience in construction/supply and installation of similar infrastructure, including solar PV installations.

The applicable requirements for each individual Lot and for the award of multiple Lots are specified in Section III – Evaluation and Qualification Criteria of the Bidding Document.

The Works comprise the supply, installation, testing and commissioning of complete solar photovoltaic (PV) systems for fifteen (15) public schools in Gedaref State. The Works shall be completed within sixteen (16) weeks from the Commencement Date.

  1. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. The Bidding Document, in ENGLISH, is available for download together with this Specific Procurement Notice on the Sudan-bid website.
  2. Bids must be delivered to the address below:

House No. 88, Aljubarab East District, Gedaref, on or before 12 PM Sudan Time on 10th September 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District, Gedaref, at 12 PM Sudan Time on 10th September 2026.

  1. All Bids must be accompanied by a Bid-Securing Declaration.
  2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  3. Prospective Bidders are responsible for regularly monitoring the Sudan-bid website for any clarification, amendment/addendum, or other information issued in relation to this procurement process. Any clarification or amendment/addendum published on the Sudan-bid website shall form an integral part of the Bidding Document and shall be deemed to have been communicated to all prospective Bidders.
