  1. Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT AF1) and intends to apply part of the proceeds toward payments under the contract for the Supply and Delivery of WASH NFIs.

2.      Mercy Corps now invites sealed Bids from eligible Bidders for the supply and delivery of complete WASH NFIs to support families in targeted localities in Gedaref State, Sudan. All Goods shall be new, unused, of high quality, and compliant with the technical specifications and requirements contained in the Bidding Document.

The required delivery period is fourteen (14) calendar days from Contract signing, with delivery to the WFP Warehouse – Gedaref State. Bidders are also required to submit one (1) complete sample kit for inspection and technical approval prior to full-scale supply.

Interested Bidders should, at a minimum, demonstrate:

  • Eligibility: Registration for trade and supply of related goods and compliance with the eligibility requirements specified in the Bidding Document.
  • Experience: At least three (3) years of experience operating in Sudan as a trader/supplier of related goods of similar complexity, supported by references and evidence of previous contracts/orders of similar scope and value.
  • Financial Capability: Demonstration of financial soundness through audited financial statements, bank statements, or other acceptable evidence, including capacity to pre-finance and manage the required supply.
  • Company Profile: Submission of a company profile with the Bid.
  • Technical Capability: Demonstrated capacity to supply Goods meeting the technical specifications and applicable SPHERE Standards, including the required quality, quantities, packaging, and delivery schedule.

3.      Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.      Interested eligible Bidders may obtain further information from Mercy Corps Sudan office, James Wandera - jwandera@mercycorps.org or Dawit Abafita- dabafita@mercycorps.org during office hours 0900 to 1500 hours at the address given below:

5.      The Bidding Document, in English, is available for download together with this Specific Procurement Notice on the Sudan-bid website.

6.      Bids must be delivered to the address below:

House No. 88, Aljubarab East District, Gedaref, on or before 12 PM Sudan Time on 30th August 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District, Gedaref, at 12 PM Sudan Time on 30th August 2026.

7.      All Bids must be accompanied by a Bid-Securing Declaration.

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9.      Prospective Bidders are solely responsible for regularly monitoring the Sudan-bid website for any clarification, amendment/addendum, or other information issued in relation to this procurement process. Any clarification or amendment/addendum published on this website shall form an integral part of the Bidding Document and shall be deemed to have been communicated to all prospective Bidders.
