 Description:

The purpose of this baseline survey is to establish benchmark values for all outcome-level indicators that currently have "TBD" baselines in the approved Logical Framework Matrix (Annex I). The study will generate the necessary quantitative and qualitative evidence to validate performance targets, inform implementation planning and sequencing, and provide an evidence-based foundation for the project inception report.

The baseline survey will serve as the primary reference point against which project progress, outcomes, and overall impact will be measured throughout implementation and at endline evaluation.

Indicators whose means of verification are based on routine project monitoring systems, administrative records, or activity-level reporting mechanisms will be excluded from primary baseline data collection. Baseline values for these indicators will be established and monitored through the project's management information systems and implementation tracking processes rather than through the baseline survey.
