- The Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT AF1) and intends to apply part of the proceeds toward payments under the contract for Supply, Installation, Testing, Commissioning, and Handover of Post-Harvest Agribusiness Processing Equipment for Six (6) Consumer Cooperative Hubs. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Mercy Corps now invites sealed Bids from eligible Bidders for the supply, delivery, installation, testing, commissioning, operator training, warranty support, and handover of complete and fully operational post-harvest agribusiness processing equipment including shared Solar PV systems, for six (6) Consumer Cooperative Hubs in Gedaref State, Sudan, in accordance with the Schedule of Requirements and Bills of Quantities included in this RFB.

The required delivery and completion period is twenty-one (21) calendar days from Contract effectiveness. Interested Bidders should, at a minimum, demonstrate:
- Experience: Successful completion of the required number of similar contracts within the period specified in the Bidding Document.
- Financial Capability: Demonstration of the minimum average annual turnover and financial resources specified in the Bidding Document.
- Technical Capability: Demonstrated capability to undertake the supply, installation, testing, commissioning, and related services under the Contract.
- Other Requirements: Compliance with the eligibility, qualification, and technical responsiveness requirements specified in the Bidding Document.
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in ENGLISH may be collected by interested eligible Bidders upon the submission of a written application to the address below:

6. Bids must be delivered to the address below:
House No. 88, Aljubarab East District, Gedaref, on or before 12 PM Sudan Time on 23rd August 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District, Gedaref, at 12 PM Sudan Time on 23rd August 2026.
7. All Bids must be accompanied by a Bid-Securing Declaration.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
9. A pre-bid meeting is scheduled to be held to provide prospective bidders with an opportunity to seek clarification on the Bidding Documents, submission procedures, and other related requirements, and to promote clarity and fair competition among all prospective bidders.
