INVITATION TO TENDER

1.0 BACKGROUND INFORMATION

Plan is a global humanitarian, child cantered community development organization, without religious, Political or Governmental affiliation, mobilizing millions of people around the world to support social justice for children in developing countries (www.plan-international.org). Plan works with children, their families and communities in over 80 countries worldwide, including South Sudan; building skills, structures and resources to give children an equal chance to develop into healthy, educated and responsible adulthood.

2.0 THE SCOPE OF THE INVITATION TO TENDER

Plan International South Sudan is seeking reputable, capable and suitably qualified vendors to supply goods and services to its Country Office in Juba, as well as to its field offices across the country, as specified in the Invitation to Tender (ITT).

Accordingly, eligible, relevant and capable vendors are hereby invited to participate in this competitive tender process for the supply of goods and services, in accordance with the detailed specifications and instructions set out in the Invitation to Tender (ITT) and the Terms of Reference (TOR), both of which may be obtained in line with the Tender Collection Instructions provided below.

4.0 SAFEGUARDING AND PREVENTING SEXUAL HARASSMENT, EXPLOITATION AND ABUSE

The awarded service provider will sign and adhere to Plan International’s Safeguarding and Preventing Sexual Harassment, Exploitation and Abuse and Anti-Corruption policies. Plan International has zero tolerance policy on corruption of which any canvasing will lead to automatic disqualification.

5.0 TENDER COLLECTION INSTRUCTIONS

Eligible and Interested Security Firms are directed to collect copies of the ITT and TOR from Plan International South Sudan Country office at Hai Jerusalem Juba South Sudan, between 9:00am to 3:00pm from Tuesday 28^th July 2026 to Monday 3^rd August 2026 on the business days of the week. 6.0 TENDER SUBMISSION INSTRUCTIONS

All completed tender documents must be submitted by email to ssprocurement.committee@plan-international.org or hand delivered to Plan International South Sudan Country Office at Hai Jerusalem Juba South Sudan, before 12:00pm of Monday 3^rd August 2026, sealed in plain envelopes clearly labelled as:
