OBJECTIVE OF THE EXPRESSION OF INTEREST (EOI)

  • Médecins Sans Frontières (MSF) invites qualified Engineering Consultancy Companies with proven experience in technical design and construction supervision to express their interest in providing consultancy services for construction projects within the MSF Sudan programme.
  • MSF seeks to identify qualified engineering consultants capable of developing structural, MEP, and electrical designs for multi-storey buildings, as well as supervising the implementation of construction works in Damazin, Blue Nile State, Sudan.
  • The purpose of this EOI is to prequalify consultants that meet MSF's technical and professional requirements.
  • This EOI is not a solicitation for consultancy services or a request for financial proposals. Only shortlisted companies will be invited to participate in the formal procurement process, during which the final project scope, contractual terms, and financial proposals will be requested. Consultancy fees will be negotiated during the procurement process.
  • The conducting of a call for EOI does not in any way commit MSF to implement the project.

SCOPE OF CONSULTANCY SERVICES

The selected consultancy company may be requested to provide one or more of the following services:

  • Based on MSF architectural plans, develop structural, mechanical, plumbing (MEP), and electrical engineering designs in compliance with applicable legal requirements, engineering standards, international best practices, and local regulations.
  • Prepare a comprehensive design package including: structural design calculations report using Robot structural analysis software or Etabs; technical drawings in AutoCAD (or other compatible software); technical specifications; and bill of quantities. Revise and update the design package as required to ensure to ensure compliance with applicable standards and project requirements.
  • The consultancy company shall retain full professional responsibility for: overall site investigations; topographic surveys; soil investigations and geotechnical analysis; data collection; supervision of all required standard tests; ensuring that all designs comply with applicable engineering regulations, safety standards and legal requirements.
  • Estimate the construction duration and prepare a detailed, realistic and achievable construction schedule (work programme).
  • Perfom construction site supervision, including monitoring construction activities to ensure compliance with the approved design, technical specifications, quality standards and construction schedule; monitoring health and safety compliance on site; participating in regular progress meetings with MSF, contractors and other stakeholders; preparing site inspection reports, progress reports and any other required technical documentation.
  • The company should also identify and propose technical solutions to unforeseen site conditions;

QUALIFICATIONS AND APPLICATION REQUIREMENTS

Interested companies shall submit sufficient information demonstrating their qualifications, experience and technical capacity to carry out the required services, including but not limited to:

  • Company profile and portfolio.
  • Valid business registration certificate and VAT registration.
  • Organizational structure and list of key personnel proposed for the assignment, including CVs highlighting relevant qualifications, professional registrations with the Engineering Council (where applicable), and experience.
  • Evidence of successful completion of similar assignments through reference letters, completion certificates and/or client recommendations.
  • Details of recent (2026) and/or ongoing projects of similar nature and complexity.
  • Evidence of working with INGO is a plus.
  • A Letter of expression of interest in English.
  • Any additional documentation demonstrating the company's technical and managerial capacity to perform the required consultancy services.

EVALUATION CRITERIA

Applications will be evaluated based on the following criteria:

  • Technical quality and relevance of the company's portfolio.
  • Experience in similar engineering consultancy assignments.
  • Qualifications and experience of the proposed technical team.
  • Demonstrated capacity to deliver the required services.

Incomplete applications or submissions received after the deadline will not be considered.

NOTES

  • MSF Belgium currently operate offices and projects in Port Sudan, Khartoum, Abu Jubayhah and Damazin.
  • The selected consultancy company shall be responsible for arranging and financing its own travel, accommodation, insurance and logistical requirements necessary to perform the services in the project locations.
  • Submission of an EOI does not guarantee shortlisting or award of any contract.
