Invitation for Independent External Audit Services

Hope and Friendship for Development Organization (HOPE) invites qualified audit firms, registered auditing companies, and experienced independent auditors to submit proposals for the provision of Independent External Audit Services for one of its projects implemented in White Nile State, Sudan.
Objective of the Assignment
The assignment aims to conduct an independent audit and review of the project to ensure:
- Accuracy and reliability of financial reports and their consistency with accounting records.
- Compliance with donor requirements (NRC/Sida) and international auditing standards (ISA 800/805 and ISRS 4400).
- Verification of financial, administrative, and contractual procedures.
- Review of contracts, payroll records, attendance records, and supporting documentation.
- Compliance with applicable tax laws and social security regulations.
- Verification of procurement processes, contracting procedures, and transfers to partners.
- Confirmation that suppliers and partners have been screened against EU sanctions lists.
- Review of bank reconciliations and year-end balances.
- Verification of the implementation of previous audit recommendations and corrective actions.
- Preparation of a comprehensive audit report highlighting findings, weaknesses, recommendations, and risk classifications.
Duty Station: White Nile State, Sudan.
Required Qualifications and Experience
Academic Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
- Professional certifications are highly desirable, such as:
Professional Experience
- Minimum of five (5) years of experience in financial auditing and assurance services.
- Previous experience auditing projects implemented by humanitarian, international, or UN organizations.
- Experience auditing projects funded by international donors such as Sida, ECHO, USAID, and UN Agencies.
- Proven experience in preparing audit reports in accordance with international auditing standards.
Technical Competencies
- Strong knowledge of:
- ISA 800
- ISA 805
- ISRS 4400
- Sound understanding of international accounting standards.
- Ability to review:
- Budgets and financial reports.
- Payroll records.
- Contracts and agreements.
- Procurement and supply files.
- Bank reconciliations.
- Strong analytical skills and ability to identify control weaknesses and assess risks.
Personal and Professional Skills
- Excellent report-writing skills.
- High level of accuracy and attention to detail.
- Integrity, independence, and professional ethics.
- Ability to work under pressure and meet deadlines.
- Excellent communication skills in both Arabic and English.
Additional Requirements
- The auditor or audit firm must be legally registered and licensed to provide audit services.
- Audit reports must be signed by the responsible auditor and indicate their professional designation.
- Ability to travel and conduct field visits within White Nile State when required.
- No conflict of interest with HOPE or any project-related partners.
