RESULTS-BASED REIMBURSEMENT (RBR-SUDAN) FACILITY FOR SOLAR SOLUTIONS FOR HOUSEHOLDS & PRODUCTIVE USES (PUE)- 83503794/10002052

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), is implementing the project Renewable Energy Supply in Rural Areas in Sudan (2024–2028). The objective of the programme is to provide energy access clean, affordable, and sustainable energy to marginalised populations in Sudan.

One of the core delivery instruments is a Results-Based Reimbursement (RBR) facility to incentivize private sector companies to scale up the availability, accessibility, and affordability of solar energy solutions for households and productive use.

GIZ is therefore seeking Expressions of Interest from eligible companies to participate in the RBR facility. The EoIs will be assessed based on the eligibility criteria and shortlisted companies that meet the criteria will be invited to participate in the Tender.

Objectives, indicators, work packages, milestones

The RBR Facility is designed to support suppliers, EPCs, distributors, and financial intermediaries in scaling delivery of quality-verified solar solutions for households and for productive uses (PUE) in agriculture, trade, and small-scale manufacturing.

The Facility will provide reimbursements to participating companies upon achievement and independent verification of agreed results. The targeted outcomes are:

• Distribution of 9,000 Solar Home Systems (Lot 1) for households.
• Deployment of 1,000 Solar PUE systems (Lot 2) for smallholder farmers, micro and small enterprises.

Up to 10 companies will be contracted under this Facility. Participating companies will be categorized as small, medium, or large enterprises based on their annual turnover. (Indicate in your application which category you are expressing interest in).

Shortlisted eligible companies will also be invited to participate in information sessions to receive training and further guidance on the RBR-Facility, including the reimbursement structure, verification protocol, and reporting requirements.

Interested firms should send a blank email with tender reference: 83503794/10002052 in the subject line to KE_Quotation@giz.de   between 23.06.2026 to 30.06.2026. An email response will provide the relevant documents with further information on 02.07.2026. Thereafter, no documents will be shared.
