Endline Study – ECHO Health & Nutrition Project

Purpose of the Assignment

SCI is seeking a qualified consultant/team to conduct an Endline Study to:

• Measure project performance against baseline and targets
• Assess changes in Knowledge, Attitudes, and Practices (KAP) related to health and nutrition
• Evaluate access, quality, equity, and utilization of services
• Generate evidence on effectiveness, accountability, and sustainability
• Document lessons learned and recommendations for future programming

Scope of Work

The consultant will conduct a cross-sectional, mixed-methods evaluation, including:

• Household surveys (KAP-focused)
• Health facility assessments
• Routine data and records review
• Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs)

The study will cover:

• North Darfur (Tawila) and Khartoum (Omdurman)
• All five supported primary healthcare facilities

Required Proposal Submission

Interested consultants are requested to submit the following documents:

1. Technical Proposal, including:

• Understanding of the assignment and proposed methodology
• Detailed implementation plan and timelines
• Team composition and roles
• CVs of the proposed technical team

2. Financial Proposal, including:

• Detailed budget in USD, clearly itemized

3. Sample Work, including:

• At least two (2) sample evaluation or assessment reports from similar or relevant assignment.

• Deadline for submission: 25 May 2026
• Submission method: All proposals must be submitted electronically by email to: SudanCO.procurement@savethechildren.org
• The subject of the email should be “RFQ 716056 (Consultant for ECHO Endline Evaluation) – ‘Bidder Name’, ‘Date’’.

Late submissions will not be considered.

• The full Terms of Reference (TOR) is attached and should be reviewed carefully before submission.
• Save the Children reserves the right to accept or reject any proposal and is not bound to select the lowest‑priced offer.
• Only shortlisted consultants will be contacted.
• The bidder response must be filled out and submitted.
