Final Evaluation / Endline Study Consultancy

Save the Children is inviting qualified individual consultants or consulting firms to submit proposals to conduct a Final Evaluation / Endline Study for the Integrated Health, Nutrition, WASH, Child Protection, Agriculture and MPCA Intervention FY23–26, funded by the (BHA), as detailed in the attached Terms of Reference (TOR).

Purpose of the Assignment

The consultancy aims to conduct a final evaluation and endline study to measure project outcomes against baseline values, assess effectiveness, relevance, efficiency, coherence and sustainability, and document lessons learned and best practices across targeted states in Sudan, in line with BHA and Save the Children requirements.

Scope of Work

The consultant will be responsible for designing and implementing a mixed‑methods evaluation, including quantitative and qualitative data collection, analysis, and reporting, as outlined in the TOR. The assignment will cover multiple thematic areas including Health, Nutrition, WASH, Child Protection, Agriculture and MPCA.

Required Proposal Submission

Interested consultants are requested to submit the following documents:

1. Technical Proposal, including:

• Understanding of the assignment and proposed methodology
• Detailed implementation plan and timelines
• Team composition and roles
• CVs of the proposed technical team

2. Financial Proposal, including:

• Detailed budget in USD, clearly itemized

3. Sample Work, including:

• At least two (2) sample evaluation or assessment reports from similar or relevant assignments

• Deadline for submission: 16 May 2026
• Submission method: All proposals must be submitted electronically by email to: SudanCO.procurement@savethechildren.org
• The subject of the email should be “RFQ 712355 (BHA Final Evaluation Survey) – ‘Bidder Name’, ‘Date’’.

Late submissions will not be considered.

• Save the Children reserves the right to accept or reject any proposal and is not bound to select the lowest‑priced offer.
• Only shortlisted consultants will be contacted.
