The Mercy Corps has received financing from the World Bank toward the cost of Enhancing Community Resilience Project (THABAT AF), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include leading the overall management of medical supplies and equipment, including requisition, planning, distribution, tracking, and capacity building for 30 Primary Health Centres (PHCs) across five localities (Basonda, Al Fao, El Fashaga, Al Mafaza, and Al Rahad). Key responsibilities include maintaining strict inventory controls, ensuring compliance with health and safety regulations, and managing pharmaceutical waste in accordance with national and World Bank standards. The assignment is based in Gedaref for an initial duration of 6 months, with a possibility of extension. The expected start date is May 01, 2026.

The Mercy Corps now invites eligible individual national consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

Consultancy Title: National Pharmacist Consultant

1. Background
Mercy Corps is one of the implementing agencies of the Sudan - Enhancing Community Resilience Project (THABAT Additional Financing). The Project Development Objective (PDO) is to improve access to basic services and food security of Select Communities in the Republic of the Sudan. The project comprises of two components. The first component, Community-led Basic Service supports (i) delivery of improved community led basic services, including health and nutrition, alternative education programming, water supply, sanitation and hygiene (WASH) services, and Gender Based Violence (GBV) services; (ii) temporary engagement of frontline workers and volunteers in select sectors; (iii) project management and technical assistance costs; and (iv) technical assistance and training to select local authorities. The second component, Improving Food Security, supports (i) increased resilience and production of select crops and protection of livestock assets in rural areas that supply food to the target communities; (ii) agricultural value chains; (iii) the scaling-up and strengthening of community consumer cooperatives and organizations and community food centers that distribute agricultural outputs and provide affordable food to vulnerable groups; and iv) project management and implementation costs.
Mercy Corps now intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a National Pharmacist Consultant.
2. Objectives of the Assignment
The Pharmacist Consultant will be based in Gedaref, with frequent travel to the targeted localities and PHCs. S/he will lead the overall management of medical supplies and equipment, from requisition, receiving the medical supplies, planning and distribution of the medical supplies, tracking, capacity building of PHCs pharmacy staff and reporting including planned regular inventories.
The Pharmacist consultant ensures that supplies and equipment are distributed efficiently, in good condition, in an environmentally and socially sound manner. The table below shows the targeted PHCs locations

3. Scope of work
The Pharmacist consultant ensures that supplies and equipment are distributed efficiently, in good condition, in an environmentally and socially sound manner. Specifically, The Pharmacist consultant will perform the following duties:

The Pharmacist Consultant shall be recruited for a period of six months with a possibility of extension subject to satisfactory performance, need and availability of funding.

Payments will be made as per the total number of working days at the end of the month.
9. Facilities to be provided by the Client
The following shall be provided by MC: office space, furniture, and office equipment, office internet. For all field related assignments, the Project shall provide transport and costs and other expenses (per diems etc.) related to the field work.
10. Location of Employment
The Pharmacist Consultant will be based in Gedaref and required to travel to project localities and PHCs upon need.
11. Selection
The Pharmacist Consultant will be selected on the basis of the approved methods of selecting individual consultants in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (Procurement Regulations) dated September 2025, and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated October 15, 2006 and revised in January 2011 and as of July 1, 2016, and other provisions stipulated in the Financing Agreements.
