Business Development Services Consultancy for Awarded SMEs
Program: THABAT PP
Locations: Kassala, River Nile, and Northern States – Sudan

Background:

In partnership with the World Food Programme (WFP), Mercy Corps is implementing the Sudan – Enhancing Community Resilience (THABAT) Project, which aims to strengthen agricultural value chains and support small and medium-sized enterprises (SMEs) through matching grants and tailored business development services.

 

 

Purpose of the Consultancy

Mercy Corps invites qualified consulting firms or individual consultants to submit quotations for Business Development Services (BDS) to 80+ awarded SMEs operating in the agricultural value chains of wheat, sorghum, and vegetables across Kassala, River Nile, and Northern States.

The consultancy aims to strengthen SMEs’ capacity to become profitable, sustainable, and investment-ready businesses through customized coaching, mentorship, training, and advisory support.

 

 

Scope of Services (Summary)

The selected consultant will deliver a comprehensive BDS package covering, but not limited to:

  • Strategic planning and organizational governance
  • Financial management and investment readiness
  • Market access and value chain integration
  • Operational efficiency and digital transformation
  • Personalized coaching, mentoring, and follow-up advisory support

The assignment includes bespoke support for each SME as well as generic capacity-building interventions targeting common challenges across SMEs.

 

 

Key Deliverables (Summary)

  • Inception report and work plan
  • SME diagnostic and grant implementation assessment reports
  • Customized business development plans
  • Training materials, workshops, coaching, and advisory support
  • Monthly progress reports
  • Final consultancy report
 

 

Duration and Location

  • Duration: 4 Months
  • Location: On-site support across Kassala, River Nile, and Northern States
 

 

Eligibility and Qualifications

Interested firms/Individual consultants must demonstrate:

  • Proven experience in SME business development and advisory services
  • Strong expertise in financial management, grants compliance, and investment readiness
  • Experience in capacity building, coaching, and mentoring
  • Ability to deploy multidisciplinary teams and deliver services to multiple SMEs simultaneously
  • Availability for on-site engagement in the targeted states
 

 

Submission Requirements

Interested bidders must submit:

  1. Technical Proposal
  2. Completed RFQ (attached) & Financial Proposal
  3. For Firms: Company profile with Cvs of consultancy team /for Individual consultant: CV and ID
  4. Evidence of similar past assignments
  5. Supplier Information Form. (attached)

All quoted prices must include applicable taxes. The individual rate is 10% and for registered businesses it is 17%.
