1.     The Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 (P181490) and intends to apply part of the proceeds toward payments under the contract [1]for Operator for 30 Child Friendly Spaces. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

Community Engagement and Mobilization

  • Community Outreach: Conduct comprehensive community mobilization activities and awareness campaigns to encourage the enrollment and consistent participation of children in the CFSs, with a particular focus on reaching out-of-school children and other vulnerable groups.
  • Child-Centered Approach: Facilitate child consultations to ensure that the design and implementation of CFS activities are child-centered and responsive to their needs and preferences.
  • Community Participation: Appoint and support community mobilizers in each CFS location to foster active community involvement and ownership of the CFSs.

2. CFS Governance and Management

  • Establishment of Governance Committees: Support the establishment and management of a democratically elected CFS governance committee for each facility. These committees should be comprised of Parent-Teacher Association (PTA) members, WASH committee members, and other elected community representatives.
  • Collaborative Planning: Work closely with the governance committees and communities to identify needs, develop comprehensive work plans, and create budgets for CFS activities, ensuring transparent and participatory decision-making.
  • Operational Management: Oversee the daily operations of the CFS facilities, ensuring they are safe, clean, and provide a conducive environment for children's learning, play, and overall well-being.
  • Logistical Support: Support the transportation and distribution of recreational and learning materials to the targeted CFSs.

3. Program Implementation and Quality Assurance

  • Psychosocial Support (PSS): Deliver structured psychosocial support through play, recreational activities, and other creative arts to promote children's social and emotional well-being.
  • Learning Opportunities: In collaboration with the CFS facilitators, provide structured learning opportunities for out-of-school children, including foundational literacy and numeracy skills, life skills, and social-emotional learning, with the potential for incorporating e-learning tools.
  • Inclusivity and Accessibility: Ensure all CFS activities are inclusive, accessible, and responsive to the diverse needs of all learners, including children of different genders, ages, and abilities.

4. Capacity Building and Training

  • Training for CFS Staff: Provide technical training to CFS facilitators and frontline workers on topics including, but not limited to:
  • Digital attendance tracking and daily record-keeping.
  • Delivery of psychosocial support through play and recreational activities.
  • Facilitation of structured learning activities including ALP curriculum.
  • Child protection and safeguarding protocols.

5. Monitoring, Evaluation, and Reporting

  • Data Collection and Management: Oversee the registration of children enrollment into the Mercy Corps MEL system and ensure the consistent and accurate use of digital attendance sheets and other record-keeping tools.
  • Activities Monitoring: Regularly monitor program activities, including children's enrollment, participation, and progress in both learning and psychosocial support activities. Conduct regular assessments to identify emerging needs and adapt programming accordingly.
  • Reporting: Provide comprehensive monthly reports on CFS attendance, activities, and observed impact. Document and share best practices and lessons learned to inform future programming and project improvements.

6. Child Protection and Safeguarding

  • Policy Implementation: Ensure that robust child protection and safeguarding measures are in place and consistently followed at all CFSs. This includes conducting staff training on safeguarding policies and procedures.
  • Reporting and Response: Guarantee the prompt reporting and addressing of any identified child protection or safeguarding issues in accordance with Mercy Corps' established protocols.

7. Coordination and Stakeholder Engagement

  • Stakeholder Collaboration: Ensure that key education stakeholders are kept informed and involved in the project. This includes maintaining strong relationships with the State Ministry of Education, locality-level education directors, and the state's Education Cluster.
  • Partnership: Maintain a close and collaborative working relationship with the THABAT AF1 project team and other partners to ensure the smooth and effective implementation of the CFS component of the project.

3.     Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.

 

4.     Interested eligible Bidders may obtain further information from Mercy Corps Sudan office, James Wandera- jwandera@mercycorps.org and inspect the bidding document during office hours  0900 to 1500 hours [Sunday to Thursday] at the address given below: Aljubarab East District, Gedaref, Mercy Corps Office Sudan.

Electronic Bidding will [ not] be permitted. Late Bids will be rejected.
