 Description:

Mercy Corps is seeking a qualified subcontractor to operate 320 safe spaces for women and girls in Gedaref State, Sudan. A mentor will lead the safe spaces to 25 girls and women in each cohort.

 

Activities and Services Provided

  • Life Skills Training: Covering the life skills curriculum, which includes Life skills, Transferable skills, Gender, Power, Violence and Staying Safe, Employability skills and financial management, and Sexual Reproductive Health information.
  • Financial Education: Teaching savings, budgeting, and income-generation skills.
  • Reproductive Health Awareness: Providing accurate information on sexual and reproductive health.
  • Psychosocial Support: Offering group discussions and individual counseling.
  • Linkages to Education and Livelihoods: Supporting re-enrollment into school and vocational training opportunities.
  • Community Awareness and Engagement: Conducting outreach to promote the value of safe spaces and gender equality.
  • Stakeholder Engagement: to create an enabling environment and ensure the sustainability of the program.

Key Responsibilities of the Subcontractor

  • Support in rolling out the Mercy Corps Girl-H model in collaboration with the MC team.
  • Manage 320 safe spaces for women and girls.
  • In collaboration with the Mercy Corps team, support the enrollment of 9,600 vulnerable girls and women (Adolescent girls and women aged 14-25) for participation.
  • Engage with 320 mentors to roll out the life skills curriculum
  • Support the administering of the matching interest to work for transition pathway
  • Support in establishing savings group within the safe spaces.
  • Engage with community stakeholders to create an environment that fosters the growth and well-being of girls and women.
  • Ensure each space is physically and emotionally safe, free from violence, stress, or judgment.
  • In collaboration with the team, recruit and train female mentors to coordinate activities in each space.
  • Conduct consultations with community members, including male influencers, to ensure the selection of safe and acceptable locations for the spaces.
  • Collaborate with the Mercy Corps team to deliver training to the mentors and structured programming that encompasses life skills training, financial education, reproductive health information, and psychosocial support.
  • Support adolescent girls who wish to return to school through referrals and collaboration with key stakeholders.
  • Establish clear pathways for participants to access additional SOMOUD-AF program components, including economic opportunities.
  • Ensure safe spaces are well-equipped with necessary supplies for learning, recreation, and hygiene.
  • Work closely with local women-led organizations and community-based structures to enhance program sustainability.

Staffing Requirements The subcontractor will, in collaboration with the Mercy Corps team, be responsible for recruiting and managing the following staff:

  • Safe Space Mentors – To lead discussions, life skills training, and psychosocial support activities. To provide individual support and referrals to specialized services.
  • Safe Space Supervisors – To provide support to mentors and ensure the quality of activities within the safe space.
  • Community Mobilizers – To engage with families and community members to support girls' participation.
  • Administrative and Support Staff – To manage logistics and coordination of safe space activities.

Expected Deliverables

  • Fully operational safe spaces with engaged community governance structures.
  • Monthly progress reports on activities, participant engagement, and program impact.
  • Trained mentors and supervisors in delivering structured programming.
  • Pathways established for participants to access education, livelihood support, and protection services.
  • Safe and inclusive spaces that meet the needs of women and girls in targeted communities.

9. Period of Performance The subcontractor will operate the safe spaces for an initial period of 12 months, divided into three cycles, with the possibility of extension based on performance and funding availability.

10. Qualifications of the Subcontractor

  • Experience working with adolescent girls and women
  • Demonstrated experience in implementing gender-based programming and women’s empowerment initiatives.
  • Expertise in engaging with the government, private sector, and community.
  • Experience working with IDP and refugee populations in conflict-affected areas.
  • Strong community engagement and mobilization capacity.
  • Proven financial and administrative capability to manage project funds and reporting requirements.
  • Good understanding of the context of Sudan
