Mercy Corps is a non-religious, non-profit, and non-governmental international humanitarian organization. In its capacity as the Lead Agency for the Cash Consortium of Sudan (CCS) and host of the Secretariat team, Mercy Corps is seeking to engage Financial Service Providers (FSPs) to support cash and voucher disbursements to humanitarian program participants across all locations in Sudan.
The Cash Consortium Sudan (CCS)
CCS is a partnership comprising 8 international non-governmental organizations (INGOs) and 12 Sudanese NGOs. The consortium aims to deliver a harmonized cash-plus approach to enhance impact, cost-effectiveness in humanitarian response. The primary focus is on providing assistance, protecting livelihoods, improved coordination, and delivering basic needs through cash and voucher assistance. Additionally, the consortium promotes market recovery, supports local actors in the response, and contributes to evidence generation.
The Financial Service Provider (FSP) will be required to facilitate the following types of cash and voucher assistance:
• Multi-Purpose Cash Assistance (MPCA): Unconditional cash transfers provided to crisis-affected individuals or households to address their basic needs.
• Group Cash Transfers (GCT): Cash transfers provided to collective entities, such as community groups or local organizations to support shared recovery efforts.
• Emergency Business Grants (EBG): Financial support offered to small businesses or entrepreneurs affected by crises, aimed at helping them restart or sustain their operations.

2.Intend to Bid Form can be picked up at Mercy Corps Europe office across all locations within Sudan States.
Completed Intent to Bid Forms must be submitted to Mercy Corps by 23rd May 2025 at 17:00 pm via below method.
1. Email completed Intent to Bid Form to sd-tenders@mercycorps.org with the Tender Reference number in the email subject line Reference: MAR0014-2025
2.
Return completed Intent to Bid Form in person and put in the Tender Box placed at Mercy Corps Europe offices across any location within Sudan States. The Tender Reference number should be written in the envelope MAR0014-2025.
After the closing date of this Tender Notice, the Request for Bid/ Proposal will be sent to the suppliers who submitted Intent to Bid Forms. The Request for Bid / Request for Proposal will be sent according to the preference you have mentioned in the Intent to Bid Form
