Selected staff can replay video recording from web enabled devices; thus, solution needs to have web interface.

Solution should have its own independent web and IIS services

The MVR should have 16 Channels Video POE, 1 Channel Audio, CIF Real-Time, 1/2/4/All Channel playback, 8TB HDD (Western Digital, Seagate or Toshiba).

UPS with stabilizer APC 1KVA power source for powering the proposed CCTV equipment.

Rack cabinet 7U for the Network Video Recorder, and the monitors.

In order to achieve better video images at night, it highly recommended to improve the lighting in areas to be covered by the cameras.

Project Time Frame

A detailed project implementation plan will be prepared showing the time required to implement each stage of the project including the lead time required to order and deliver the equipment to site, installation lead time with an agreement with the vendor.

Installation, Commissioning & User Training

Once the system has been installed, it will be properly commissioned and handed over. The system users and operators will be trained on the operation and basic maintenance of the equipment after which the system will be commissioned.

All the equipment supplied should carry a one (1) year warranty. This warranty covers equipment and workmanship but excludes all incidents of sabotage, Fire and “Force Majeure”. Manufacturers supported guarantees, if any, that exceed this period will be extended to the client.

Guaranteed Support & Spare Parts

In order to make this CCTV project run rapidly and smoothly, the vendor should guarantee that all related spare parts will be available, and all related support will be provided and hold spares so as to provide quick and efficient service.

Service Contract

At the expiry of the warranty period, the vendor should offer a comprehensive service and maintenance contract. The terms of the contract will include quarterly inspection, servicing and testing of the system and emergency servicing to acceptable service levels.

The tender must include:

  1. The following information about the item (s) to be tendered:

  3. Additional customs /VAT fees, listed separately from the actual price
  4. Payment requirements
  5. Delivery schedule for all goods listed
  6. The CRS PRF #
  7. Vendor’s Fiscal Code


note: Prices should be submitted in USD for comparison purposes. If other currencies are used, CRS will use the National Bank of Sudan rate listed for the closing date.


Procedure for submitting the tender:

  1. Tender must be submitted on company letterhead/pro forma and be signed by an authorized official.
  2. Tender may be submitted in a sealed envelope to CRS Office
  3. Tender must be submitted by 16:00 of the last day of the competition.
  4. Tender must include all of the information listed above.

CRS will:

  1. Make a decision regarding the vendor on a basis of the best combination of the following factors:

  1. Reserve the right to reject any and all bids received.
  2. Review all tenders by an internal Tender Review Committee.
  3. Respond to all tenders by e mail or by phone within one week of the deadline and once all the necessary CRS internal procedures have been completed.
  4. Reserve the right to make changes to the above-specified quantities, up until the time that the final awards are concluded.
  5. Following the ensuing terms of payment for the commodities, complete a bank transfer to the account specified by the supplier upon completing the services. Payments will be made in Sudan.
